The determination of whether to initiate the Cluster Model one only need to look at the research about how successful it has been where it has been used. Once the decision has been made, use the summer months to gather input from all the players concerned and begin educating them to how the model works to the good for gifted (as well as non-gifted) students. That is how I would get the ball rolling.
